Should I full clear or gank at level 3?

Full clear by default. The level 3 gank is the most oversold play in jungle: it trades your entire early structure for a coinflip in someone else's lane. The exception is narrow and it is a rule, not a feeling: a good gank takes fifteen seconds. If the window is that clean, on your path, with the lane already set up, take it. If it needs baby-sitting, chasing, or hoping, finish your camps. You are not ignoring your laners. You are arriving at the first Dragon full and on time, which helps them more than a flipped gank ever did.

What it looks like in a real game

3:00. You finish your full clear and every lane is shoved into an enemy tower. Nothing is gankable. That is not a problem, that is a report card: your team has priority everywhere. Take Scuttle, reset, and path back toward your strong side for the Dragon window. Meanwhile their jungler ganked twice, got one kill, and is a full level down with camps despawning behind him.
