Why Nilah falls off
She deals carry damage from brawling distance. The whip reaches barely past melee, so her office at full build is inside the enemy team, and the endgame is the era of maximum-range fights.
Her survival tools are honest but conditional. The veil that slips attacks and the ultimate that drags enemies together only work once the fight has already collapsed into a pile, and she cannot build that pile against a team that refuses to form one.

They hold shape, and she spends the fight orbiting a formation she cannot legally enter, contributing nothing from the only distance that keeps her alive.
