So, the main reason is just because he is picked a lot. So, he's very popular champion. There are seven challenger Jarvan and there are six grandmaster Jarvan across the three major regions right now.
5% over 5% pick rate. But yeah, because he is picked so much similar to other champions that are picked so much, there's a lot of counterplay to him, people tend to know what he does already, like everybody kind of knows what Draven does, what his limits are. So based off of that, even though he isn't too mechanically demanding, because he shows up so much and we see him in proplay and all that, it's pretty difficult to reach challenger with him.
He is definitely a rank one champion. Agorn has proved that multiple times. So I think, you can get rank one.
It's just, fairly difficult because it is pretty competitive for Jarvan. So essentially, you're not going to get him all the time. And sometimes, he's going to be somewhat weak on the patch.
I think currently he is somewhat weak on the patch, especially with Sunder nerfs coming. So, Sun Sky is getting nerfed next patch. So, we'll see.
But yeah, so sometimes he is a little bit weaker.

Second, how many ranked games the entire playerbase plays of this champion worldwide across every rank, from op.gg. The result is high elo mains per 100,000 games played, then reduced by the champion's ban rate, because a champion you cannot pick is a champion you cannot main.
This is not a win rate list and it is not a patch strength list. It measures availability-adjusted high-elo main density: how much Challenger and Grandmaster main representation a champion has relative to how often it is played. It is not the probability that maining this champion will get you to high elo. The score counts Challenger and Grandmaster mains only, drawn from a tracked pool that starts at Master; it does not include the Chinese server, and it counts accounts rather than people, so one dedicated player with several high elo accounts shows up more than once. Popularity is not the signal. What matters here is how densely high elo mains appear relative to how often the champion is played.
