Why Aphelios gets an S
Five weapons, five different jobs. Calibrum pokes at the long end of marksman range, Infernum turns his autos into area damage, Gravitum roots, Severum heals, and Crescendum handles anything that gets close. His ultimate can hit a whole team when they stack up.
Carries usually do one thing very well at full build and need the fight to suit it. Aphelios has something for several different fights, which is why he holds up across a wider range of late-game situations than most of the class.
Aphelios has to prepare the right weapons
The guns arrive in a fixed order, so he cannot pick the one he wants when the fight starts. The skill is managing the rotation early enough to be holding the right pair when it matters. Prepare badly and you fight with whatever happens to be chambered.
He also has no dash. When he is allowed to fight at range, he can usually hold position. Anything that gets directly on top of him is a much bigger problem, and he has less to answer it with than most of the carries around him in this tier.

The standoff he wants
Long Baron and Elder setups suit him, because Calibrum chips while the guns cycle. He reaches the actual fight holding the pair he prepared. Fights that start suddenly at close range are the ones where the preparation never happened.
