Why Azir gets an S
He attacks through his soldiers, which gives him target access most carries do not get. The soldiers deal the damage while he stands behind his own front line, so he can hit a backline without walking into range himself.
Emperor's Divide is the ability that decides fights. It displaces enemies and works as engage, disengage, or a way to split a formation, depending on where he puts it. The Sun Disc, raised on a destroyed turret, gives his team an extra structure in a fight over that ground.
Everything has to be placed before he needs it
Azir has to place his soldiers before the fight moves. His damage is strongest when he has already prepared the ground the enemy is about to enter, which makes playing him mostly a question of thinking one position ahead.
His escape works the same way. Shifting Sands needs a soldier to dash to, so the escape only exists if one is already sitting where he would want to end up. An Azir who has pushed everything forward often has no way back, and he is fragile enough that one flank can end the fight for him.

The wall decision
At a Baron setup the wall usually has two useful jobs: cut the front line off from the carries, or push the whole group back off the objective. Either can set up a fight your team wants. Holding it until someone reaches you and then using it to escape is the common way it gets wasted.
