Verdict. Entirely hook-dependent. A hook on a priority target can decide the game. A hook on the wrong target can start the fight for the enemy.

Why the late game gets hard

The grab is effectively the whole kit by this point, and most of what a full-build team does makes it worse. Carries stand behind minions and behind their own front line, which turns Rocket Grab into a tank delivery service.

The high end is real. A hook on the correct target at forty minutes can end the game. But the enemy spends the fight arranging their formation so that the available hook is the wrong one.

What items do not fix

Items make him harder to kill, but they do not solve the positioning problem. The hook still has to pass the front line and reach someone worth pulling.
