Verdict. Decent late-game damage. Mini-Karthus. His spread damage requires landing abilities in almost melee range.
Why the damage is real
Blaze burns a piece of everyone he touches, and Pyroclasm bouncing through a stacked fight can put meaningful damage on five health bars from one cast. In the choke fights that decide objectives, that adds up to numbers few champions match.
The delivery is the problem
His spread mechanics want the enemy standing together and him standing near them, and near is a dangerous place for an immobile mage surrounded by finished builds. His best output happens exactly where assassins and divers do their best work on him.
When the enemy spreads or dives, single targets take a fraction of the grouped damage, and one dash onto him often removes the whole plan.
If landing the full combo means standing where their diver wants you, the group damage is not worth it unless they actually group.
