What holds up
His late damage lives in the spellbook rather than the auto attacks. Missile Barrage keeps chunking from a distance nobody has to approve, and the mixed damage profile hits both defensive stats, so the enemy cannot itemize him away with one page of the shop.
The grade is about stability, not ceiling
In the right patch with the right items he has sat near the top of the game. The Codex cannot grade the good patch. It grades the champion on an average day, and that champion is a solid ability carry whose peaks belong to the balance team.
Valkyrie is one escape on a long timer. Once it is spent he is short-ranged by artillery standards with nothing behind him.
