Does Gnar scale?
Not really. Gnar falls off late; close the game before it gets there.
Bad late compared to other top laners. His ultimate is too conditional and teams can easily play around it, as well as his range is a bit too short. He kind of does nothing later on unless the team can capitalize on his windows properly.
The grade measures one thing: how much a champion can influence a coordinated late-game objective fight once both teams reach full builds. It does not measure early strength, snowballing, or win rate. A weak late-game champion still wins by ending the game first, which is what the rest of the library teaches.
