Why Draven falls off

The damage per axe stays elite. The problem is that every axe has a landing spot, and the whole enemy team can read it. Catching scripts his movement, and in a late fight a carry whose next position is public information gets dived reliably.

The distance problem stacks on top. Endgame fights are decided at maximum range and his is short for the class, so he stands closer to the threat than any other carry to deal comparable damage.

The moment he moves to dodge, he gives up the catch, and the catch is the reason the numbers were special. Other carries kite for free. He kites at a discount to his own damage.
