Verdict. Grouped with Lux and Aurora as a strong scaling mage with decent utility and long-range options. Damage is slightly weaker than that of the true S-tier mages.
Why Hwei gets an A
He rarely arrives at a fight holding the wrong spell. The kit is a menu: long-range damage for a poke war, crowd control when the enemy dives, utility when a carry needs saving. Most mages own one late-game job. He can pick whichever the current few seconds require.
Late fights reward exactly that. The standoff wants poke, the engage wants an answer, and the cleanup wants area damage, and he can be the right champion at all three moments.
