Why Milio gets an A
He does not scale a number, he scales a radius. The range buff lets his carries deal full-build damage from further away than the enemy planned for, and range decides who is allowed to hit whom in a late fight.
His ultimate cleanses the whole team. Their engage lands, the crowd control meant to create the kill disappears, and the fight resumes with his side working properly.
A buff needs the right recipient
Attached to a team of short-range brawlers, he is amplifying a stat nobody is using, which is exactly why the verdict makes this compositional.
The near-S version exists when there is a scaling auto-attacker whose extra range converts straight into safe damage. Without that carry, he is a good enchanter holding a great tool with nowhere to put it.
