Verdict. Bomb damage, AoE stuns, massive slows, ability rewind, and the Guardian Angel ultimate make him excellent in coordinated late-game fights.

Why Zilean gets an A

Chronoshift attacks the most expensive fact of the late game, which is death timers. Cast on a carry, it means the enemy's whole kill sequence buys a brief pause instead of a long absence. No defensive item does this, which is why the enemy has to plan around it and usually cannot.

The rest of the kit is a control panel. Double bombs stun an area, the slow field is enormous, the speed on an ally turns a caught teammate into an escaped one, and the rewind means his best tools show up more often than their cooldowns suggest.

Chronoshift is a prediction, not a reaction

Too early and it expires unused. Too late and the carry is already dead. He has to read their kill order and commit to a name before the burst finishes arriving.
