Why Vex falls off
Her ultimate has brutal terms. The dash takes her into the enemy team, and the reset that grants a second cast, her only way out, is paid on takedown and nothing else. If the target lives she is a short-range mage standing in the worst spot on the map with the bill due immediately.
The Kassadin comparison is the point. He leaves every few seconds regardless. She leaves only if someone died.
The fear does not share those terms
Punishing dashes from the second row costs her nothing and answers the dive compositions the late game favors. The ultimate becomes safe in one situation only: as the last hit on a target already low enough that the reset is arithmetic.
