Verdict. Patch-dependent. Currently near Jarvan's tier. Counter Strike and stun combo change a lot about his kit.

Why Jax gets an A

Counter Strike removes a whole category of damage. For its duration, auto attacks aimed at him do not land, and late game is when auto attacks make up the largest share of enemy damage. A full-build marksman pointed at him during those seconds produces nothing.

Then the stun lands on everyone nearby, and the fight he entered as a target becomes one he is running. Layer his own scaling on top and he can jump into the enemy's damage, switch most of it off, and still be healthy when his own numbers start collecting.

Timing stays mandatory regardless. Dodge spent on a tank's autos is wasted, and without it up he is an ordinary melee champion asking five people for permission to be there.
