Verdict. Limited by a lack of tank shred options. Cannot attack faster to kill targets, which becomes very tough late game.
How he scales sideways
His attack speed is fixed, so the itemization other marksmen turn into faster killing, he converts into harder single hits. The fourth shot's missing-health execute means squishy targets die reliably regardless of how the fight is going, and Curtain Call raking a choke from a screen away still produces picks.
What he cannot produce is sustained damage
Four shots, then a reload. Big health bars are the wall: a front line that does not die in four shots forces him to spend whole magazine cycles making a dent, because he has no way to attack faster and no shred to cut deeper.
