Verdict. Very top tier. AoE rocket damage hits the entire enemy team, and her range is quite high at full build.
Why Jinx gets an S
Fishbones makes her basic attacks area damage, which is rare for a marksman. Against a grouped late-game team, rockets into the front line splash onto the people standing behind it, so she never has to solve target access to damage the whole enemy roster. The formation that protects carries from everyone else works in her favor.
Get Excited changes the fight after the first takedown. The movement speed lets her re-kite, chase or escape a collapse, and further kills extend it.
Jinx needs the first takedown
Before it she is one of the most killable carries in the game. No dash, no defensive steroid. She needs peel through the opening seconds, and the passive is a reward rather than a starting condition.
