What Morgana still does at full build
Black Shield is why she remains useful at full build. Late engages are usually built around a specific piece of crowd control, and one shield on the right carry at the right moment removes it. The value of blocking that spell stays high, even as the shield itself becomes easier to break against full-build damage.
Dark Binding still matters too. A long root is a pick, and picks decide late games.
The ultimate is the part that falls off
Soul Shackles needs her to stand inside the enemy team long enough for the chains to complete, and at full build a support does not usually get that time. What worked as a teamfight tool in the mid game becomes a cast she often does not finish.
Her contribution narrows to the shield and the root. Both are real, but that is one defensive cooldown and one skillshot, which is why she sits where she does rather than higher.
