Verdict. Beginning of S tier. Very long-range poke damage and a game-changing ultimate that grows stronger over time.

Why Viktor gets an S

Death Ray pokes from beyond the range where the enemy can comfortably answer, so long objective standoffs turn against them. Every stretch of waiting costs them health they cannot recover before the fight.

The storm is the part that grows. In its augmented form, champion takedowns increase its size and duration, so it is not a burst spell but a zone the enemy has to leave, parked on the exact ground a Baron or Elder fight has to happen on.

Viktor has to stand in the fight to steer the storm

The storm rewards early, committed casts and active steering rather than a perfect moment held forever. That puts a poke mage inside the fight he was trying to influence from outside it.
