Why the build is stated first
Full AP Kog'Maw is Grade S artillery. The on-hit version is a short-range marksman with a different set of problems, and grading them together would be useless to anyone choosing what to buy. The same applies to crit Garen against tank Garen, and AP Kai'Sa against AD.
A build does not escape a low grade
Build-dependent means choosing which weakness you carry, not finding one that scales. Rek'Sai's damage build makes one backline target killable and makes every mistake final; it does not turn her into a reliable late-game carry. Where a build genuinely moves the grade, the entry says so.
