Why Janna gets an S
At full build, the important question is whether each carry can keep dealing damage. Janna helps her team kite, reposition, and survive the enemy's first engage, and her movement speed applies to four teammates at once.
The rest of the kit answers their plan directly. Howling Gale can knock an engage out of the air mid-dash, the shield blunts the first burst on a carry, and Monsoon pushes a completed dive back out while healing what it did.
Janna has to hold her disengage
Her cooldowns need to answer the enemy's, rather than get spent on comfort. The clearest sign of a wasted kit is Gale used for damage, which means the knockup is missing when the real engage arrives.
She also protects one side of the map at a time, so the carry she stays with has to be the right one.
